Abstract


This paper illustrates the importance of efficiency and effectiveness of human resources in the public sector in order to meet all public service objectives coupled with appropriate structures. Shows the necessity of assessing the performance of employees in an organization and its advantages. In today's economic environment characterized by intense competition on a global level now, human resources become more important since it can be the competitive advantage of an organization. The overall operation of the Agency and its results are directly dependent on the behavior and performance of staff. The Human Resources Management aims at the effective personnel management and optimum utilization.
Alongside the Public Sector evaluate employee performance is a critical point for citizen service, the staff management and savings. The economic crisis that exists in all developed countries and particularly impacting Greece has imposed the necessity of cost management of the public sector and improving the efficiency of using modern technology tools as GIS. An important factor in this endeavor is the recognition of the skills of employees is achieved by evaluating the behavior and performance.
