Title: EU CONTROL MECHANISMS AND PUBLIC ADMINISTRATION AT THE PANDEMIC ERA
Abstract
The Covid-19 pandemic has become the biggest test and challenge for the entire public administration in recent years. In the context of the emergency funding decided by the Governments of the Member States (MS), through increased budgets to deal with it, the European control mechanisms have been faced with increased requirements for control, transparency, accountability and supervision as well as with various new forms of fraud and corruption.
At the heart of all EU control mechanisms, whose controls will be multilevel and will extend to the whole range of action of the public administration of MS, will be, not only, the costs for supplies of vaccines and medical equipment and the recovery of funds that were spent illegally but also maintaining the cohesion and continuity of Member States’ administrations in dealing with the pandemic.
The present article, after referring to the role and competences for each EU Control Mechanism separately, will attempt to articulate clearly and methodically the new data that the Covid-19 pandemic has created for these mechanisms in combination with the requirements and challenges created for the Greek public administration.
