Title: The Hellenic Public Administration in front of the challenges of digital technology.

Abstract

E-Gov and ICT are tools for the modernization of public administration. 
ICT has been harnessed since the 1960s, but the E-Gov has been part 
of the public administration reform programs since the 1990s combined 
with the expansion of internet use. However, E-Gov is not a reform model. 
It is a technological tool that can be put at the service of any reformist 
approach combined with political, social and economic components. 
The international community, the EU and international organizations 
consider E-Gov as a tool in order to modernize public administration and
to bring economic development of states and citizens' welfare. In Greece, 
E-Gov and ICT are being used for the modernization of public organizations 
since 1994, meanwhile the E-Government Strategy 2014-2020 is currently
under implementation. This paper  investigates two main issues: a) which 
are the structural characteristics/elements of  E-Gov and ICT and which 
challenges they offer for the modernization  and the reformation of the 
public administration and (b) to what extent is the Greek public administration
prepared to take advantage of these challenges, to what extent has it 
succeeded and which are the obstacles for making the most of the potential
of ED and ICT.
