Title: A comparative analysis of local administrative units of EU countries based on their readiness on digital transformation
Abstract
Digital transformation is a conceptual framework that is viable in an evolving society and is achieved through the adaptation of applications and services provided by the new industry 4.0. Local Administrative Units (LAU), are also accelerated the need for digital transformation and growth of the digital economy, especially after pandemic wave of 2020-2022. However services provided to citizens by local governments differ within and without European countries due to different socioeconomic conditions, geopolitical status and different culture. Thus, different measures and rates are implied among countries in order to measure LGU digital readiness
The goal of this study is to compare the level of digital services of the local administrative organizations of the member states of the EU and the rate at which they were accelerated in the context of the measures and policies adopted during the period of the Covid 19 pandemic. More specifically, based on the concepts of digital transformation, we propose a measurement framework in order to group local administrative units of EU countries according to the level of their digitalization.
