Total Quality Management in the Public Sector: From Gurus to Practical Application. The case of the Region of Epirus

As the public sector faces increasing pressure to be more transparent, effective, and focused on its citizens, using Total Quality Management (TQM) isn't just an option anymore—it's a necessity. Officials and public executives face the same fundamental question that once challenged company managers: how do we deliver consistent, high-quality results while meeting the constantly growing demands of the public? This paper looks back at the key ideas from quality experts like Deming, Juran, and others and explains why their work is still important for public administration today. Moving beyond theory, this study gives real-world examples of how these basic principles are being or can be used in Greek public sector and mainly in the Region of Epirus, Greece. The Region of Epirus is rethinking quality as a lively, inclusive, and strong process by using digital tools, AI, agile methods, and ways to involve citizens. The article examines how traditional TQM models are being updated to handle today's challenges, like sustainability, new technologies, and making institutions stronger. Ultimately, this paper provides a guide for public organizations that want to make quality a core part of their culture and daily work, combining classic management ideas with what 21st-century citizens expect.
