Abstract
Τhe implementation of public policies in the healthcare sector constitutes a critical factor for improving the services provided and strengthening prevention at the population level. In the contemporary environment, where technology and innovation are redefining the operation of healthcare systems, the integration of digital tools and artificial intelligence emerges as a strategic priority. At the same time, enhancing health literacy among both healthcare professionals and citizens becomes essential for the effective implementation of preventive actions, such as adult vaccination.

This paper examines the case-study application of public policies at the “Attikon” University General Hospital, focusing on two interrelated axes: firstly, the motivation and activation of healthcare professionals for the adoption and utilization of innovative digital applications and artificial intelligence in promoting adult vaccination; and secondly, the strategic planning for strengthening health literacy at the organizational level. Through the analysis of these two axes, the study seeks to highlight the role of public policies as tools for transforming healthcare services, with emphasis on behavioral change, the empowerment of human resources, and the improvement of accessibility and quality of services.

Furthermore, the paper explores the challenges and opportunities arising from the implementation of such policies in a large university hospital, taking into account organizational, technological, and social factors. The ultimate goal is to formulate a comprehensive framework of interventions that could serve as a model for similar healthcare units, substantially contributing to the promotion of public health.
