Background
Administrative functionality and decision-making in public social welfare services depend on sustainable cognitive capacity—specifically working memory, sustained attention, and prefrontal executive control. In public agencies, street-level personnel face intense emotional labor, bureaucratic complexity, and institutional constraints, inducing severe cognitive strain and decision fatigue. Recent integrative frameworks (e.g., Vanderhasselt et al., 2025) emphasize brain health as a central biopsychosocial hub linking stress regulation, social connections, and lifestyle factors to cognitive performance and overall well-being.
Aim
To synthesize literature examining how social-psychological resources (e.g., organizational support, psychological safety) interact with neuropsychological mechanisms (e.g., prefrontal executive networks, adenosine A_1/A_2A receptor antagonism via caffeine) through the framework of central brain health to influence administrative efficiency and quality of life (QoL).
Methods
A narrative synthesis was conducted across PsycINFO, PubMed, Scopus, and Web of Science. Empirical findings on social support, stress buffering (Job Demands-Resources theory), prefrontal vulnerability under acute stress, and exogenous cognitive modulators (caffeine, structured rest) were mapped onto the central brain health model.
Results
Social support and psychological safety function as essential stress buffers, protecting prefrontal cortical circuits from strain-induced degradation caused by chronic cortisol elevation. At the neuropsychological level, targeted lifestyle tools—such as moderate caffeine intake acting via adenosine receptor blockade—temporarily bolster prefrontal dopaminergic transmission and hippocampal plasticity during high cognitive load. However, findings indicate that individual neuromodulants serve only as temporary coping tools; their cognitive benefits degrade unless embedded within supportive social networks that preserve baseline brain health and prevent systemic exhaustion.
Conclusion / Discussion
Sustaining optimal cognitive efficiency and reducing decision fatigue in public administration requires a multi-level strategy. Individual cognitive ergonomics and sensible neuromodulation must be paired with supportive social-psychological environments. Fostering psychological safety and supervisory support in public agencies protects central brain health, minimizes operational errors, and elevates employee QoL.
