Abstract
Contemporary democracies face a persistent paradox: while opportunities for participation are expanding, citizens often perceive collective institutions and participatory processes as distant from their everyday needs. This paper explores how participation can be transformed from an abstract democratic principle into a tangible mechanism of solidarity, inclusion, and everyday problem-solving. Drawing on the Greek National Think Tank activities conducted within the SOL4ALL project, the study examines citizen-generated policy proposals developed through structured participatory and deliberative exercises.
The analysis focuses on three policy pathways emerging from the Think Tank process. The first, “The Union as a Service,” reimagines trade unions as providers of direct and practical benefits, including upskilling, career support, and accessible legal assistance, particularly for workers in precarious and seasonal employment. The second, “The Hybrid Community,” addresses the risk that digitalisation may deepen social disconnection and exclusion, proposing a hybrid model in which digital participation tools are systematically combined with face-to-face deliberation, digital-skills development, and community-based mutual aid. The third, “Programme Nestor,” proposes a dedicated municipal pathway into employment for unemployed citizens aged 55+, linking labour-market inclusion with social participation and community belonging.
Rather than treating these proposals solely as discrete policy recommendations, the paper analyses them as expressions of a common participatory logic: citizens are more likely to engage with collective institutions when participation generates visible, accessible, and socially meaningful outcomes. Across the three cases, solidarity emerges not simply as an attitudinal disposition but as an institutional practice connecting participation to services, social inclusion, mutual support, and opportunities for meaningful contribution.
The paper argues that rebuilding trust in democratic and collective institutions requires moving beyond participation understood primarily as consultation or voice towards participation with tangible consequences. Citizen-generated policy design can therefore provide a bridge between deliberation and implementation, offering insights into how local and national institutions can embed solidarity in everyday governance while strengthening inclusive democratic participation.
